§ 11-22. Responsibility for payment.

The charges provided for in this article are levied on and shall be collected from and paid by the person in whose name the dwelling house or establishment is rented or from the person who is the owner or occupant, except that, in the case of apartment houses and trailer parks, the charges against each housekeeping unit are levied on and shall be collected from and paid by the owner of such apartment house or trailer park.

All owners of apartment houses or trailer parks shall notify the garbage collector of the address of the apartment houses or trailer parks owned by them, the number of units in each apartment house or trailer park, the number of rooms per unit, and the name and address of the owner.
